Our General Membership Meetings will start with a FEN-sponsored breakfast at 7:30 AM . Our business meeting begins at 8:30 AM and finish just after 12:00pm. This is your time to reconnect, hear information on emerging issues and share ideas and solutions from the districts.

8:30 AM – Welcome.
Legislative Update: These presentations will provide an early look at whats happening as the 2026 Session approaches its final regularly scheduled week. The presentation will include:
- Education bills and policy developments likely to pass and affect districts – Dr. Danielle Thomas, Sunrise Consulting.
- Budget outlook, including the Governor’s recommendations, Chairman’s proposals, legislative differences, conference discussions, FRS costs, property tax legislation, and other bills with significant budget impacts – Bob Cerra, Cerra Consulting Group.
- Discussion regarding timelines and potential special sessions (e.g., redistricting) – Danielle Thomas, Bob Cerra, Joe McGehee.
The Florida School Boards Insurance Trust. Presentation on the current school district insurance risk environment, and the impact on district finances – Ken Kenworthy, Executive Director, FSBIT.
Special Topics Update: Joe McGehee, Esq., Director of Advocacy and Legislative Services, will provide a detailed update on the Schools of Hope program, recent rulemaking activities by the Florida Department of Education (FDOE), and the ongoing progress of the stakeholder workgroup. He will he will also He will also provide a federal update regarding the reorganization of the U.S. Department of Education and discuss its potential implications for federal funding in Florida.
Negotiation Insights Exchange. An open forum for participants to share updates on negotiations – what’s working, what’s difficult, and success stories. Facilitated by FEN Officers.
