Paid Union Leave. An overview of Florida’s 2026 paid union leave requirements, including lawful leave options, key compliance risks, and recommended CBA language for school districts. Presenters: Kim Lucas, Labor Attorney, Miami-Dade County Public Schools; and Tim Kubrick, Chief of Human Resources, School District of Palm Beach County
Budgeting During Enrollment Declines. Aligning budgets, staffing, and programs with changing enrollment all while maintaining fiscal responsibility and supporting student success is a significant challenge. This presentation will address the strategic implications of enrollment declines and explore some resource-management strategies. Presenter: Cathy Weber, Chief Financial Officer, St. Johns County School District.
HR Practices after an Employee Organization Decertification. A practical discussion of how districts can prepare operationally for union decertification. This presentation will begin a conversation about the policies, procedures, and HR practices that may need a durable home outside the collective bargaining agreement, with particular attention to maintaining clear and fair grievance processes for all employees.
Negotiation Insights Exchange. This open forum will give participants an opportunity to share negotiation updates, including what is working, current challenges, and success stories. Facilitated by FEN Officers. Early interest has been expressed in discussing settlements including support units, health care cost containment and district health committees, employee use of AI in grievances, and ADA accommodation requests. To prepare, please take a few minutes to consider your experiences, any concerns or questions you would like addressed, and any information or documents you may need.
